Broadcasting Frequency Management

The frequency spectrum for terrestrial broadcasts (radio and TV reception via antenna) in Austria is managed by KommAustria. The broadcasting frequency management department of RTR Media supports the regulatory body in this matter. Which frequency ranges are allocated to broadcasting is regulated in the Frequency Usage Regulation of the Federal Ministry of Finance (FMF).

The allocation of broadcasting frequencies to broadcasters or multiplex operators (digital broadcasting) is done by KommAustria. This is generally tied to a broadcasting licence that is awarded in a tendered criteria competition (“beauty contest” evaluation). KommAustria also issues licences for transmitters intended for broadcasting, usually tied to the broadcasting licence and frequency allocation as a "one-stop shop".

RTR Media's frequency management department contributes to KommAustria's decisions on licences for the use of broadcasting frequencies by preparing expert opinions, which assess the technical feasibility and possible use of the frequencies put out to tender. A measurement vehicle is also available to support the preparation of expert opinions in order to check planning and calculations on site.

KommAustria and the frequency management department of RTR Media's frequency administration responsibilities also include the international coordination of new or changed frequency uses and frequency negotiations with neighbouring countries. Since frequencies are not limited by national borders, the interests and needs of frequency use must be coordinated with neighbouring countries. The experts of the frequency management department regularly participate in international working groups and conferences in order to safeguard Austria's interests in the use of broadcasting frequencies.

An important part of frequency management is the maintenance of broadcasting station databases. Data extracts from these databases are used as the basis for the list of assigned frequencies and the map of radio towers.
