Pursuant to § 114 (1) of the Telecommunications Act 2021 (TKG 2021), the regulatory authority is responsible for the efficient administration of numbering plans, in particular for recording the use of allocated address elements.
Furthermore, pursuant to § 131 (3) TKG 2021, the regulatory authority is required to maintain a directory of numbers for value-added services, which includes the name and address of the provider of the value-added service. The regulatory authority shall publish this directory and provide information on its contents upon request.
As of 29.06.2022, the indication of usage (usage notifications) was integrated into the ZR-DB. With this integration, the regime of usage notifications valid until 29.06.2022 was replaced by a new one.
In order to monitor the usage periods specified in the KEM-V 2009 and the intended use of allocated numbers, as well as to ensure an objective and non-discriminatory allocation of numbers and an up-to-date directory of numbers for value-added services, communications network operators and/or communications service providers are required under Art. 15 Par. 5 KEM-V 2009 in conjunction with Art. 12 ZR-DBV to report the usage of the numbers they have allocated in the form requested by the regulatory authority and at the intervals specified in the ZR-DBV.
