RTR documents

The position paper, which was published in May 2013, offers a basic analysis of the issue. The position paper was a contribution to the discussion preceding the drafting of the EU Regulation on net neutrality. Today, this document can be considered historic, however, it provides a good introduction to the topic.

RTR publishes a net neutrality report on an annual basis.

In 2019 the regulatory authority published two further documents regarding net neutrality:

• Zur Offenheit des Internets: Betriebssysteme, Apps und App Stores (available in German only)
